What incident in the Bible are you talking about here and how is it that God does nothing and is utterly impotent?
Jesus said as recorded at the end of the gospel of Matthew and beginning of the book of Acts “….All power is given unto me in heaven and in earth. Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost…ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judæa, and in Samaria, and unto the uttermost part of the earth.”
It seems this witness has had quite the success these last 2000 years. I do not see Jesus as impotent nor in need of any excuses!
Paul had full confidence in the omnipotence of God from Ephesians 3:20-21: “Now to him who is able to do far more abundantly than all that we ask or think, according to the power at work within us, to him be glory in the church and in Christ Jesus throughout all generations, forever and ever. Amen.”
Paul’s confidence in the power of God to preserve his church throughout all generations is bold and here we are 2000 years and counting. And mind you these writings were well before the last 2000 years to cheat from! These are bold confidences in the omnipotence of God before Christ and His church blew up and became what it has become!

I read the narrative of the flood in Genesis 6 and conclude that these people were extremely wicked and God was giving them justice.
